Churn, churn, churn: how instability of health insurance shapes America's uninsured problem.

چکیده
A new analysis of health insurance coverage in America reveals a complex and troubling picture of insurance instability and gaps in coverage over time. Eighty-five million people, or 38 percent of the population under age 65, were uninsured at some point from 1996 through 1999, based on findings from a survey that followed people’s health coverage for four years (Chart 1).The number of people who were uninsured during this period was more than double the number who were uninsured at any one point in time. It is also nearly double the 43.6 million Americans recently estimated to be without coverage in 2002. High uninsured rates and instability, or churning, of health coverage disproportionately affect low-income Americans, minorities, and young adults. متن کاملSustaining enrollment in health insurance for vulnerable populations: lessons from Massachusetts.
OBJECTIVE Since 2008 Massachusetts has had universal health insurance with an individual mandate. As a result, only about 3% of the population is uninsured. However, patients who use behavioral health services are uninsured at much higher rates. This 2011 study sought to understand reasons for the discrepancy and identify approaches to reduce disenrollment and sustain coverage. METHODS The qu...
متن کاملCooperative Replication in Content Networks with Nodes under Churn
In content networks, a replication group refers to a set of nodes that cooperate with each other to retrieve information objects from a distant server. Each node locally replicates a subset of the server objects, and can access objects stored by other nodes at a smaller cost. In a network with autonomous nodes, the problem is to construct efficient distributed algorithms for content replication...
متن کاملMinimizing node churn in peer-to-peer streaming
Several Peer to Peer (P2P) streaming systems have proved by now their ability to deliver live video streams to hundreds of users. However the inherent instability of the distribution environment poses several obstacles for these systems to manage to deliver a high quality experience to the end users. In this paper we explore node churn which independently of the distribution topology adopted, i...
